Facility Reservation Information & Requirements 
Thank you for your interest in reserving a City of Burlington facility. To ensure public safety, protect City property, and comply with applicable local and State of New Jersey regulations, all individuals and organizations hosting events at City facilities must meet the requirements outlined below. 
 
 
Certificate of Insurance (Required) 
All individuals or organizations reserving a City of Burlington facility are required to obtain and submit a valid Certificate of Insurance (COI) for the event. 
  • Insurance must cover the entire duration of the event, including setup and breakdown. 
  • Coverage must include general liability insurance with limits acceptable to the City of Burlington. 
  • The City of Burlington, NJ must be named as an additional insured.  A copy of the “Additional Insured” endorsement along with the Certificate of Insurance must be provided to the City of Burlington.  
  • The Certificate of Insurance must be submitted at least 20 business days prior to the event date. 
  •  IF YOU DO NOT HAVE INSURANCE, you can purchase insurance at a 
    discounted rate through the TULIP Program (Tenant Users Liability Insurance 
    Policy) offered through the City’s Joint Insurance Fund and Gather Guard. On the 
    internet, go to: https://gatherguard.com/ 
    • Follow the instructions on the website to obtain a quote. Enter the address for 
    the location you are requesting to use or enter the Venue Code provided by the 
    City. 
    • Gather Guard will provide you with an insurance certificate after submission of 
    information and payment. A copy of the certificate and additional insured 
    endorsement will be sent directly to the City.  
Reservations will not be approved and may be cancelled if acceptable proof of insurance is not provided. 
 
 
Food Vendors & Catering 
Events involving the service, sale, or preparation of food are subject to additional requirements. 
 
  • Any event utilizing a food vendor, caterer, food truck, or concessionaire must comply with all applicable local, county, and State of New Jersey health and safety regulations. 
  • Food vendors include businesses, food trucks, and individuals, and are not limited to commercial entities; this also includes individuals preparing or distributing food, such as cookouts, on city property. 
  • fire permit is required when a food vendor is present, particularly if cooking equipment, warming units, grills, fryers, generators, or open flames are used. 
  • Food vendors may be required to provide their own insurance certificates, licenses, and permits. 
  • A fire permit is not required if food is being prepared outside of City property but users are subject to Burlington County Health Code regulations.

All food vendors must receive approval prior to the event date. 
 
 
Fire Permits 
 
The Uniform Fire Code states: "Permits shall be required, and obtained from the local enforcing agency for the activities specified in this section, except where they are an integral part of a process or activity by reason of which a use is required to be registered and regulated as a life hazard use. Permits shall at all times be kept in the premises designated therein and shall at all times be subject to inspection by the fire official." [N.J.A.C. 5:70-2.7(a)]  
fire permit issued by the City of Burlington Fire Prevention Bureau is required for certain activities and equipment used during events, including but not limited to: 


  • Food vendors or caterers using cooking or heating equipment. 
  • Amusements or attractions 
  • Inflatable devices 
  • Open flames, candles, tents with heating elements, generators, or fuel-powered equipment 
Fire permits must be secured no later than 20 days in advance of the event, and proof of approval must be provided upon request. 
 
 
Amusements, Tents, & Special Attractions 
Events that include amusements, special attractions or tents over 900 sq ft. are subject to additional review and approval. 
  • A fire permit is required for amusements, including inflatables, mechanical rides, interactive equipment, or similar attractions. 
  • Operators may be required to submit insurance certificates, safety inspections, and setup details. 
  • All amusements must be approved by the City before being brought onto City property. 
Unauthorized equipment or amusements are not permitted and may be removed at the event organizer’s expense. 
 
 
Additional Required Forms 
In addition to the standard application materials, the following additional forms are required for all events. These forms must be completed, signed, and submitted prior to event approval. 
 
Required Forms 
  • Hold Harmless Form 
    A signed Hold Harmless Form is required to release the organization, venue, and affiliates from liability related to the event. 
  • Event Clean Up Acknowledgement 
    The Event Clean Up Acknowledgement confirms that the event organizer understands and agrees to all post-event clean-up responsibilities, including proper disposal of trash and restoration of the event space. 
 
Failure to submit these required forms may result in delays, denial of event approval, or additional fees. 
Compliance & Final Approval 
Facility reservations with the City of Burlington are subject to approval and may be cancelled and/or denied if all required documentation has not been submitted and accepted. This may include: 
  • Certificate(s) of Insurance 
  • Hold Harmless Agreement 
  • Event Clean Up Acknowledgement 
  • Fire permits 
  • Vendor documentation 
  • Any additional approvals required by the City 
 
Failure to comply with City requirements may result in cancellation and/or denial to reserve a facility.
